And he's been reinforcing the apartment - with occasional assistance by CT and Washington - in case there is an attack. Or something. (The database is on computers Buffy has built and stored inside that apartment.) ... he's not very good at organizing underground movements, but between him and Buffy, collecting information and disseminating it are covered. In case somebody needs that.
