Mixed. On one hand, he was able to be completely himself in C&C, because he originally had intentions of conquering the world there, out from under Starscream's feet and many others. However, over the course of time, being at C&C forced Soundwave to become more emotional and sympathize with humans, who he once considered as strictly inferior creatures.
Here at Sing, Soundwave can relate to a lot of the A.I., but for his own safety and plans, chooses to remain hidden. Nothing unusual for him; working incognito is normal. But he does miss a bit of the freedom that it brings. Additionally, he's not fond at all in being trapped against his will by yet another A.I. But he can exist here with Shockwave without being concerned with who's trying to kill him because he showed softness to an enemy.
SO IN CONCLUSION, Soundwave is just. Split. But I think he enjoys Sing a little more because it forces him to work against challenges, and he's settled with the idea knowing that Skyfire was proud of his actions, because he knows Megatron never would have been. But so long as he can remain with Shockwave, he will tolerate nearly any location he's at.
