Simple version: Rinzler views him as a tool, no better than the simpler combat drones that were employed in Clu's army. Saarebas (since that is what he legitimately thinks Ketojan's designation is) is nothing more than a soldier to be ordered around. No emotional attachment required.

Complicated version: Rinzler is not currently aware of this mixed opinion of the submissive mage at this moment. But once he reviews the memory a few times he'll remember the way he felt for that brief moment of clarity just before his processor was automatically redirected by Clu's programming restrictions. This is him basically realizing that Ketojan really is a mirror of himself. That Rinzler himself is really just a simple tool that obeys Clu faithfully and has no outside value to his master other than as a competent, subservient soldier. (This isn't entirely true but it's hard to see that when Clu himself barely admits it.) It's painful, and it causes emotions that Rinzler is uncomfortable with to crop up. Such as sympathy, empathy, pity, sadness, etc. Tron would want nothing more than to help Ketojan through what he would see as his affliction--whether he would be successful or not is up to debate. He'd probably not know how to go about it. Rinzler...... Rinzler is even harder to pin down. Even with sympathy, it's hard to say that he would do anything at all to actively help Ketojan when he is perfectly aware that he can't even help himself.
