If Yukari had to sum Joe up in one word, it would probably be "enjoyable." When she said that she was keeping an eye on him because it'd be annoying to replace him, she meant it. It's not as if Yukari views Joe as some sort of plaything, but rather she enjoys trolling him and would be loathe to see him go.
