Twosix has been through quite a few disasters by now, and there are always certain types of people in each instance who always behave in the same manner. The military types try to contain the disaster, or take power for themselves for the good of the civilians, the civilians panic and resent anyone in authority, and there's always someone who thinks they know better than everyone else. Sarah is one of the types, and for him it's like watching history repeat itself over and over and over again. It never ends well.
