[Probably because within five seconds, Terezi has closed the distance between them. She leans down, sniffing at his chest, then moving upwards and to the side. This is where she'd probably put a hand on the back of his neck, but he's not going anywhere, so she doesn't need to.

She just leans close, tilting her head towards that delicious vein concealed beneath his neck, and inhaling deeply. He can probably feel her breathing against his skin, but other than that, she's not touching him at all.
